SOUTH BEND - Joe Kernan always celebrated his “Shoot Down Day.” Every May 7.

On May 7, 1972, his Navy plane was shot down while on a reconnaissance flight over North Vietnam. Kernan ejected before the plane crashed. He survived without critical injury, though unconscious on the way down. He was captured, beaten and then held as a prisoner of war for 11 months, much of this in the notorious “Hanoi Hilton” prison.

Kernan once told me it was because the date of the day when freedom was taken away reminded him of the freedom he could now enjoy. Freedom on that date to do exactly what he wanted. He always celebrated with pizza and cold beer at Rocco’s, free from enduring myriad meals of only hated pumpkin soup in Vietnam. “I never forget the 7th of May,” he said. “As often as not I forget about the anniversary of the day I came home.”

With Kernan’s death, his accomplishments after he came home are recalled by governmental leaders from around the state and also by folks around South Bend who knew him personally. He was elected three times as mayor, the governmental job he said he enjoyed the most. He was elected twice as lieutenant governor and became governor with the death of Gov. Frank O’Bannon.

Unlike many politicians, he had no all-consuming desire for elective office. He had to be talked into running for mayor. He said he wouldn’t run for governor when O’Bannon’s second term was to end in 2004. He was displeased with some aspects of Hoosier politics. Even after O’Bannon’s death in 2003 thrust him into the governor’s office, Kernan still initially declined candidacy. He was talked into running, though a late start left him trailing Mitch Daniels, who won.

INDIANAPOLIS – We are less than 100 days before the November election and on Thursday, President Trump suggested via Twitter that it be delayed. "With Universal Mail-In Voting (not Absentee Voting, which is good), 2020 will be the most INACCURATE & FRAUDULENT Election in history," Trump began. "It will be a great embarrassment to the USA. Delay the Election until people can properly, securely and safely vote???" His plaintive wails continued on Friday: “This will be catastrophic for our nation. You'll see it. I'm always right about things like this. I guess I must be, or I wouldn't be sitting here. Everyone knows mail-in ballots are a disaster." This is not to suggest that the November election will be 'rigged, as Mr. Trump asserts. MUNCIE – America’s colleges and universities are in the midst of reopening in what is sure to be a reckoning for many. My oldest already began her senior year, and my college sophomore heads back in early August. Both face strict rules on mask wearing and social distancing. They return to a combination of online and in-person instruction, with a schedule fraught with uncertainty. Right now, about a third of schools have announced this hybrid model, with more than half planning for in-person classes. A few have elected to be online only, but this raises real challenges to colleges. I have written about the economic effects of the K-12 decisions before us, but there are economic effects to reopening colleges as well. Some of the costs of COVID-19 on U.S. colleges are already emerging. International enrollment will drop, perhaps profoundly, as few students can travel to the U.S. to start school. Some will take online courses, but many will opt to delay a year or substitute a Canadian or U.K. university for a pandemic-stricken American school. This loss of out-of-state tuition will be enormous for some schools, and it is combined with a drop in other revenues. Nearly every U.S. state has announced or implemented budget reductions for higher education. For those with endowments, stock volatility augers little good news for financial returns in the year ahead. Research dollars are likely to be down this year, and extra revenue from summer programs and athletic events face epic declines. Nearly every American college or university is downsizing staff.

INDIANAPOLIS – With apologies to Rod Serling, consider, if you will, Rob and Rhonda, two ordinary Hoosiers doing what they customarily do each weekday in the Economic Zone. INDIANAPOLIS – Joe Kernan’s passing on Wednesday at age 74 was as sad as the Notre Dame Magazine story earlier this month revealing that Indiana’s last Democratic governor was suffering from Alzheimer’s disease, could no longer speak, and was living away from his wife in a long term care facility. Anyone who knew Gov. Kernan found him to be brutally honest, a pugilisitic former Notre Dame catcher, and a decent euchre player. The media scrum near the filing center was great fun. So I was greatly anticipating the first 2020 presidential debate at Notre Dame, which would have been the first in Indiana history. But this pandemic is spoiling everything. Notre Dame President John Jenkins announced Monday that health precautions and coronavirus constraints led to the debate cancellation, following a similar decision by the University of Michigan. Jenkins made the decision after consulting with Dr. Mark Fox, St. Joseph County’s deputy health officer, and members of the board of trustees. “The inevitable reduction in student attendance in the debate hall, volunteer opportunities and ancillary educational events undermined the primary benefit of hosting — to provide our students with a meaningful opportunity to engage in the American political process,” Rev. Eric Holcomb, all seven congressional incumbents, and 74 out of 100 Indiana House incumbents are either “safe” or “likely” bets for reelection according to the Howey Politics Indiana Horse Race. The marquee congressional race in Indiana comes in the 5th CD between Republican State Sen. Victoria Spartz and Democrat Christina Hale, which HPI has in a “Leans Republican" category, though a Fox News poll last week had President Trump trailing Joe Biden by 11% in the suburbs and an ABC News/Washington Post poll had Trump down 9% — “larger margins in the suburbs than exit polls have recorded since the 1980s, when Republicans were winning there by double digits.” Normally the constitutional offices are GOP secure, but HPI rates the secretary of state’s race between Republican 国内iphone怎么上推特 and Democrat Jonathan Weinzapfel a “tossup” due to the potential of a national Democratic wave playing out in the presidential referendum on President Trump.
